Elsa HoffackerElsa brings to The Jeffery Group significant analytical research experience and a unique approach to public policy issues. Her work in government relations and communications has focused on intelligence gathering, qualitative research and monitoring of federal and provincial political activity.

Elsa holds an Honours Bachelor of Arts Degree from The University of Toronto, Trinity College, with a Major in Peace and Conflict Studies and Minors in English and Spanish. While at U of T, Elsa served as research assistant to Professor Janice Gross Stein, Director of the Munk Centre for International Studies where she researched competing models of decision-making. Elsa was also a founding member of the editorial board for The Globalist current affairs and international relations magazine. As co-president of TODEC, U of T’s oldest international development organization, Elsa managed the establishment and expansion of a micro-finance and vocational skills centre for unemployed women in Addis Ababa, Ethiopia.

Fluent in Spanish and Italian, Elsa enjoys reading, sailing, and the theatre in her spare time.
